The Office of Higher Education shall study student homelessness rates at Connecticut institutions of higher education in collaboration with the Department of Housing and each institution's governing board.

The study shall examine the feasibility of establishing a program to distribute housing vouchers for on-campus or off-campus housing to homeless students.

The study shall include strategies to fund a housing voucher program, though funding approaches are not limited to those strategies identified.

The executive director of the Office of Higher Education must report findings to the joint standing committees on higher education and housing by January 1, 2020.

The act takes effect July 1, 2019.
