Board of Regents for Higher Education shall appoint an oversight board by September 1, 2009, consisting of faculty representatives from both institutions, four trade vocations representatives, two business community representatives, and one chamber of commerce representative, with Norwalk Community College president serving as chairperson.

Oversight board shall establish a pilot program by January 1, 2010, allowing J. M. Wright Technical High School students to earn college credit at Norwalk Community College for courses completed at the high school, operating within existing budgetary resources and staffing levels.

Program shall coordinate courses between the two institutions and provide students access to vocational employment or postsecondary education opportunities.

Board of Trustees of Community-Technical Colleges and Commissioner of Education must report annually starting June 30, 2011, to relevant joint standing committees on curriculum offered, student enrollment and credit earned, expansion plans for J. M. Wright, and recommendations for implementing similar programs at other state high schools.

Legislation takes effect July 1, 2019, amending Section 10a-72h of the general statutes.
