Establishes a task force to study options available to protect disabled veterans from predatory practices concerning their retirement.

Task force membership consists of 11 members: two appointed by House Speaker, two by Senate President Pro Tempore, one by House Majority Leader, one by Senate Majority Leader, one by House Minority Leader, one by Senate Minority Leader, Commissioner of Veterans Affairs or designee, Insurance Commissioner or designee, and two appointed by the Governor.

All task force appointments must be made within 30 days of the effective date, with the first meeting scheduled no later than 60 days after the effective date.

Administrative staff of the joint standing committee having cognizance of insurance matters shall serve as the task force's administrative staff.

Task force shall submit findings and recommendations to the joint standing committee on insurance no later than January 1, 2020, and shall terminate upon submission of the report or January 1, 2020, whichever is later.
