Establishes a task force to study and develop strategies for growing and improving Connecticut's insurance industry workforce, including a possible pilot program using income-sharing agreements to fund debt-free workforce training.

Task force membership includes 13 positions: six legislative appointees (House Speaker, Senate President Pro Tempore, and party leaders), two Governor appointees, and representatives from the Insurance Commissioner's office, Department of Economic and Community Development, University of Connecticut, Board of Regents for Higher Education, private colleges and universities, and Connecticut Higher Education Supplemental Loan Authority.

Requires all appointments to be made within 30 days of the effective date, with the House Speaker and Senate President Pro Tempore selecting task force chairpersons.

First meeting must be scheduled within 60 days of the effective date.

Task force must submit findings and recommendations to the joint standing committee on insurance by January 1, 2020, and terminates on that date or when the report is submitted, whichever is later.
