Establishes a task force to study reimbursement rates paid by health carriers to hospitals, effective upon passage.

Task force comprises 14 members: 2 appointed by House speaker, 2 by Senate president pro tempore, 1 each by House and Senate majority leaders, 1 each by House and Senate minority leaders, Insurance Commissioner (or designee), Social Services Commissioner (or designee), Office of Health Strategy executive director (or designee), and 2 persons appointed by Governor with one selected by Connecticut Hospital Association.

All appointments must be made within 30 days of the effective date, with first meeting scheduled within 60 days.

Administrative staff of the joint standing committee with cognizance over insurance matters shall provide administrative support.

Task force must submit findings and recommendations to the joint standing insurance committee by January 1, 2020, and terminates on the date of report submission or January 1, 2020, whichever is later.
