Establishes a task force to study the Insurance Department, effective upon passage.

Task force shall consist of 10 members: two appointed by the House speaker, two by the Senate president pro tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, the Insurance Commissioner (or designee), and two appointed by the Governor.

General Assembly members may serve on the task force as appointees under the legislative leadership positions.

All appointments must be made within 30 days of the effective date, with the first meeting scheduled no later than 60 days after enactment.

Task force must submit findings and recommendations to the joint standing committee on insurance by January 1, 2020, and shall terminate upon submission of the report or January 1, 2020, whichever is later.
