Establishes a task force to study the Connecticut Health Insurance Exchange pursuant to section 38a-1081 of the general statutes.

Task force composition includes 10 members: two appointed by the House Speaker, two by the Senate President Pro Tempore, one each by House and Senate majority leaders, one each by House and Senate minority leaders, the CEO of the Connecticut Health Insurance Exchange, and two appointed by the Governor.

All appointments must be made within 30 days of the act's effective date, with the first meeting scheduled no later than 60 days after passage.

Task force shall submit a report on findings and recommendations to the joint standing committee on insurance no later than January 1, 2020, and shall terminate on the report submission date or January 1, 2020, whichever is later.

Administrative support provided by the joint standing committee's insurance staff; General Assembly members may serve on the task force.
