Requires all Connecticut taxpayers and their dependents to maintain minimum essential health coverage beginning January 1, 2020, with exemptions for Indian tribe members, incarcerated individuals, and certain religious sect members.

Imposes a monthly surcharge on health insurers of $10 per insured for individual policies and $5 per insured for group policies, effective January 1, 2020, with proceeds deposited into a new Connecticut Health Insurance Exchange Fund to finance state premium/cost-sharing subsidies and a reinsurance program.

Requires insurers with 5,000 or more individual or group health insurance policies in the state to offer at least one qualified health plan through the Connecticut Health Insurance Exchange for each plan year beginning on or after January 1, 2020.

Directs the Commissioner of Revenue Services to submit a report by October 1, 2019, recommending enforcement measures for the coverage mandate—including a potential state individual health care responsibility fee—and a refundable personal income tax credit to help residents offset health insurance costs.

Directs the Office of Health Strategy to submit a report by October 1, 2019, with recommendations on implementing state-financed premium and cost-sharing subsidies and a reinsurance program to reduce health insurance costs.
