Amends section 5-259 of Connecticut General Statutes to modify dependent child coverage termination rules under state group health insurance plans effective upon passage.

Changes dependent child coverage termination from "policy anniversary date on" to "end of the calendar year during or after" whichever occurs first: the child becomes covered under an employer-sponsored group health plan or attains age twenty-six.

Applies to dependent children of state employees, General Assembly members, alternate retirement program participants, state retirees, probate judges and court employees, families of law enforcement and firefighters killed in the line of duty, Capital Region Development Authority employees, and families of municipal employees killed in the line of duty.

Maintains existing premium payment structures: the state pays 100% of individual coverage premiums for retirees and 70% of additional family coverage costs for active employees, with employee contributions deducted from payroll.
