Repeals and replaces Section 15-74b of the general statutes concerning overhead lines and facilities at public airports.

Prohibits public service companies from constructing or maintaining overhead lines or facilities within airport clear zones.

Requires the executive director to establish clear zones for all public airport runways and prioritize removal of existing encroachments by public service companies.

Mandates executive director reimbursement to public service companies for costs of relocating, removing, or correcting overhead lines within established clear zones.

Funds implementation costs from existing and future appropriations for state aid to airports, consistent with procedures under section 1-121.
