SB 988 Summary

• Construction contractors hired by public utilities to install or replace natural gas distribution infrastructure must employ only on-site employees who have completed all state-required training and obtained all required certifications for such work.

• Public utilities must notify the Gas Pipeline Safety Unit of the Public Utilities Regulatory Authority when hiring or utilizing a contractor who is not a state resident.

• Notifications for non-resident contractors must include confirmation that the contractor has successfully completed required training and obtained required certifications.

• The act becomes effective October 1, 2019.
