Increases dog licensing fees effective July 1, 2019: neutered or spayed dogs from $7 to $10, and unneutered or unspayed dogs from $12 to $20, plus town clerk fees of $2 per license (increased from $1).

Raises the deposit to the animal population control account from $2 to $3 for each neutered or spayed dog license.

Increases the surcharge for unneutered or unspayed dog licenses deposited into the animal population control account from $6 to $8.

Requires dog owners to pay a monthly penalty of $1 for each month or fraction thereof that a dog remains unlicensed.

Directs increased revenue to veterinary services and municipal animal shelter cost offsets through the animal population control program.
