• Modifies vessel operation rules to require slowing to "slow-no-wake" speed (maximum 6 mph) when passing within 200 feet of stationary law enforcement or fire rescue vessels using audible signals or flashing lights.

• Changes pesticide applicator record-keeping requirements from annual submission to the commissioner to maintaining records for 5 years and making them available upon request.

• Removes requirement for municipal noise control ordinances to obtain commissioner approval; ordinances must instead be at least as stringent as state or federal standards.

• Authorizes Connecticut to enter into the Northeastern Interstate Forest Fire Protection Compact with other northeastern states and Canadian provinces to coordinate forest fire prevention and control efforts.

• Makes technical updates to forest practitioner certification requirements, including changing professional education participation from biennial to annual attestation and allowing 60-day renewal extensions for late applicants.
