Bans stores from providing or selling single-use plastic carryout bags to customers beginning January 1, 2020.

Allows paper single-use carryout bags only if they are 100% recyclable, contain a minimum of 40% post-consumer recycled content, and display "Please Reuse and Recycle This Bag" on the bag.

Defines "store" to include full-line retailers with $2 million+ annual sales, establishments with at least 10,000 square feet of retail space, convenience food stores, and foodmarts.

Establishes enforcement penalties of a warning for first violation and $250 fine for second or subsequent violations, with violations enforced by municipalities, health districts, and state departments; half of fines go to the violating municipality.

Allows municipalities to enact equal or more restrictive local ordinances regarding single-use plastic bags.
