Municipal chief executive officers must provide at least 60 days' notice to solid waste collectors before the municipality begins providing its own trash collection and disposal services or contracts with another collector.

For one year after providing notice, municipalities are prohibited from directly providing trash collection and disposal services.

Any new solid waste collector that a municipality subsequently contracts with is prohibited from providing services for one year after the notice is given.

Existing solid waste collectors with arrangements in place as of the notice date may continue providing services throughout the one-year restriction period.

The act becomes effective October 1, 2019.
