Increases the maximum capacity threshold for household and small commercial subsurface sewage disposal systems from 7,500 gallons per day to 10,000 gallons per day under Department of Public Health jurisdiction.

Updates the regulatory deadline for the Commissioner of Public Health to establish categories and minimum requirements for household and small commercial subsurface sewage disposal systems from October 1, 1977 to October 1, 2019.

Increases the maximum capacity for alternative on-site sewage treatment systems over which the Commissioner of Public Health has jurisdiction from 5,000 gallons per day to 10,000 gallons per day.

Removes language constraining the Commissioner's duty to regulate alternative on-site sewage treatment systems based on available appropriations.

Permits issued by the Commissioner of Public Health, local directors of health, or registered sanitarians shall comply with federal Water Pollution Control Act and Safe Drinking Water Act requirements and shall not constitute approvals for planning, zoning, or wetlands purposes.
