The Department of Mental Health and Addiction Services shall establish a program providing prevention, treatment, and rehabilitation services for compulsive gamblers in Connecticut.

At least 25% of annual funding from the Connecticut Lottery Corporation must be set aside for contracts with subregional planning councils and nonprofit organizations, and at least 5% must be set aside for the Connecticut Council on Problem Gambling.

Program funding sources include: a $135 fee per jai alai or dog racing association license (capped at $45,000 annually per licensee), a $25 fee per teletheater performance, Connecticut Lottery Corporation revenue, and 2% of revenue from any new gaming forms authorized after January 1, 2019.

The Commissioner of Consumer Protection shall collect fees monthly from licensees and operators, with receipts deposited into a separate, nonlapsing chronic gamblers treatment and rehabilitation account established by the Comptroller.

The department may impose sliding-scale fees on participants able to afford services and shall adopt regulations to implement the program.
