SB 1015 - Online Lottery Draw Games

• Connecticut Lottery Corporation shall establish a program to sell lottery draw game tickets online through its website, mobile app, or online service, subject to tribal gaming agreements with the Mashantucket Pequot Tribe and Mohegan Tribe.

• Online lottery program must verify players are 18+ and located in Connecticut, restrict transactions to in-state, allow account deposits via bank account or prepaid cards, and include responsible gambling measures including self-exclusion options and spending limits.

• Program must obtain Commissioner of Consumer Protection approval before implementation and secure certification from a national or international responsible gambling compliance program within one year.

• Connecticut Lottery Corporation prohibited from offering any other interactive online lottery games (such as online video lottery games) beyond draw games through its digital platforms.

• Increased funding for compulsive gambler treatment programs: $1.9 million annually through fiscal year 2019, then $2.8 million annually starting fiscal year 2020, with requirement to commission a study on program's socioeconomic impact by July 1, 2024.
