Requires all certified employees to participate annually in at least 18 hours of professional development that includes training in culturally responsive pedagogy and practice, effective July 1, 2019.

Mandates in-service training programs include instruction on culturally responsive pedagogy and practice for teachers, administrators, and pupil personnel holding initial, provisional, or professional educator certificates.

Requires teacher preparation candidates to complete training in culturally responsive pedagogy and practice as part of competency areas in professional teaching standards established by the State Board of Education.

Replaces the term "cultural competency" with "culturally responsive pedagogy and practice" throughout statutes related to special education courses, initial educator certification requirements, and alternate route certification programs.

Defines culturally responsive pedagogy and practice as instruction on awareness of students' backgrounds and experiences that develop skills, knowledge, and behaviors enabling educators and students to build positive relationships and work effectively in cross-cultural situations.
