Secretary of the Office of Policy and Management must develop a plan to incorporate blockchain technology to improve state administrative function efficiency by October 1, 2020.

Secretary shall consult with the Chief Information Officer of the Division of Information Technology within the Department of Administrative Services when developing the plan.

Plan must be submitted to joint standing committees of the General Assembly with cognizance over commerce and government administration by October 1, 2021.

Defines "blockchain technology" as distributed ledger technology using a distributed, decentralized, shared and replicated ledger that may be public or private, permissioned or permissionless.

Defines "distributed ledger technology" as any consensually shared and synchronized database across multiple sites, institutions or geographies allowing for public transaction witnesses.
