• Allows nonprofit community service providers to obtain "deemed status" license renewals by submitting proof of national accreditation instead of undergoing state inspection and investigation, provided the accrediting organization meets or exceeds state standards.

• Applies to multiple facility types including psychiatric clinics, child care facilities, child-placing agencies, extended day treatment programs, community living arrangements, outpatient clinics, community residences, and adult day health care facilities.

• Deemed status licenses remain valid for two years, are non-transferable, and do not limit the state's authority to inspect, suspend, or revoke licenses for cause.

• Requires departments to adopt regulations identifying national accrediting organizations with standards at least as stringent as state requirements and may set administrative fees to process deemed status applications.

• Takes effect October 1, 2019, applicable to renewal applications submitted after departments adopt implementing regulations.
