Establishes a study group effective July 1, 2019, to examine the feasibility of regionalizing election administration and the role of registrars of voters in such regionalization.

Study group shall develop best practices and identify efficiencies for election administration, as well as examine opportunities for municipalities to implement regionalization.

Comprises 18 members including the Secretary of the State, representatives from the Registrars of Voters Association and Connecticut Town Clerks Association, legislative leadership from both parties, the Governor, and an election law expert and voter participation advocate appointed by the Secretary of the State.

All appointments must be made within 30 days of the effective date, with bipartisan representation required where specified; chairpersons of the elections committee shall select a study group chair.

Study group must submit a report with recommendations to the joint standing committee on elections by January 16, 2020, and shall terminate upon submission of the report.
