Eliminates public funding grants from the Citizens' Election Fund for participating candidates who have no opponent in the general election, effective January 1, 2020.

Allows unopposed candidates to raise additional contributions up to 30 percent of the applicable general election campaign grant amount they would otherwise receive.

Reduces limits on organization expenditures that state central, legislative caucus, and legislative leadership committees may make on behalf of participating candidates for state senator and representative races.

Permits members of the State Elections Enforcement Commission to serve more than two consecutive terms beginning July 1, 2019.

Revises the complaint processing timeline for the State Elections Enforcement Commission to require dismissal of complaints if no violation finding is made within one year of receipt, with certain exceptions for investigations involving foreign nationals or state/federal coordination.
