Requires election day registration to be completed and processed at each polling place rather than at a designated separate location, with registrars of voters having access to the state-wide centralized voter registration system.

Allows applicants to register and vote on election day if they appear in person at the polling place not later than 8:00 p.m. and meet eligibility requirements under section 9-12.

Permits registrars of voters to appoint additional election officials to handle election day registration applications and delegate responsibilities to those officials, with required supervision and training.

Requires applicants to provide identification showing their bona fide residence address, such as a learner's permit or utility bill with a due date within 30 days after the election, or for students a registration or fee statement from their institution.

Extends polling place hours to remain open from 6:00 a.m. until 8:00 p.m. for completion and processing of election day registration applications and voting, with individuals in line at 8:00 p.m. permitted to vote.
