Establishes a working group effective July 1, 2019 to examine the feasibility of implementing ranked-choice voting at Connecticut elections.

Working group consists of 13 members including the Secretary of the State, two members each from the elections committee, Registrars of Voters Association, and Town Clerks Association (all from different political parties), one member each from House Speaker, Senate President Pro Tempore, House Minority Leader, and Senate Minority Leader, one member appointed by the Governor, and two members appointed by the Secretary of the State with expertise in election law and information technology.

All appointments must be made within 30 days of the effective date, with the elections committee chairpersons selecting the working group chairperson.

Working group must submit a report with implementation recommendations to the elections committee, Governor, and Secretary of the State no later than January 16, 2020, at which time the working group terminates.
