Department of Social Services shall provide Medicaid coverage for telehealth services for health care categories determined to be clinically appropriate, cost-effective for the state, and likely to expand access where clinical need exists or undue hardship to access care occurs (effective July 1, 2019).

Commissioner may provide telehealth coverage notwithstanding any conflicting Connecticut state agency regulations and may implement policies and procedures while in the process of formally adopting them as regulations with published notice of intent.

Commissioner shall seek federal waivers or amend the Medicaid state plan to secure federal reimbursement for telehealth coverage costs and submit applications to joint standing committees on human services and appropriations.

Commissioner shall submit a report to the General Assembly by August 1, 2020, detailing the categories of health care services utilizing telehealth, the cities or regions where services are offered, and any cost savings achieved by the state.
