• Creates new Class C misdemeanor offenses for smoking, inhaling, or ingesting cannabis-type substances while operating a motor vehicle on public highways, roads, parking areas for 10+ cars, private roads with speed limits, or school property.

• Creates new Class C misdemeanor offense for smoking cannabis-type substances as a passenger in a motor vehicle under the same location restrictions.

• Allows the Commissioner of Motor Vehicles to suspend driving privileges and require installation of ignition interlock devices for surviving motor vehicle operators with elevated blood alcohol content involved in accidents causing serious physical injury or death of another person.

• Provides civil liability immunity for persons withdrawing blood for alcohol tests when requested by law enforcement officers, except in cases of gross negligence.

• Excludes persons operating commercial motor vehicles or holding commercial driver's licenses from participation in pretrial alcohol education programs and deferred prosecution programs related to impaired driving violations.
