Commissioner of Energy and Environmental Protection must submit recommendations to the joint standing committee on environment by February 1, 2020, regarding stormwater regulation for municipalities.

Recommendations must address revisions to state requirements for municipalities under the municipal separate storm sewer system general permit.

Recommendations must include methods for reducing fiscal burdens on municipalities complying with stormwater permit requirements and identify best practices for stormwater management.

Recommendations must address establishment or utilization of funding sources to enable municipalities to employ best practices and meet stormwater general permit requirements.

Act takes effect upon passage and creates a new section.
