Amends Section 697 of Public Act 17-2 (June Special Session) to transfer $5,000,000 from the community investment account to the General Fund for fiscal year ending June 30, 2018.

Removes language that would have authorized an additional $5,000,000 transfer for fiscal year ending June 30, 2019, limiting the transfer to a single fiscal year.

Repeals Section 50 of Public Act 18-81.

Takes effect upon passage.

Referred to the Environment Committee with a joint favorable recommendation.
