Establishes a task force to analyze and make recommendations on implementation of dyslexia instruction and training laws in Connecticut.

Task force shall examine whether institutions of higher education comply with licensure requirements for twelve clock hours of instruction in detection, recognition, and evidence-based structured literacy interventions for students with dyslexia.

Task force may recommend literacy content standards, development of a Connecticut reading standards matrix, supervised practicum methods, and appropriateness of the Department of Education's screening assessments.

Task force shall consist of 11 members including two appointed by House speaker, two by Senate president pro tempore, one teacher preparation professor, education advocacy representative, parents/guardians of students with dyslexia, dyslexia experts, the Commissioner of Education, and two representatives from public higher education institutions.

Task force must submit findings and recommendations to joint standing committees on education and higher education by January 1, 2021, and shall terminate upon submission of the report or January 1, 2021, whichever is later.
