SB 01072 Summary

• Restructures the Connecticut Advisory Commission on Intergovernmental Relations effective July 1, 2019, replacing state agency commissioners with chairpersons and ranking members of the joint standing committee on planning and development

• Expands commission membership from 16 to 17 additional members and adds a representative of organized labor appointed by the Governor from nominees submitted by the Connecticut AFL-CIO

• Requires the commission to develop work plans every six months until October 15, 2021, addressing government service consolidation, standardization, regional revenue sharing, and reducing municipal liabilities

• Mandates annual public reports on commission activities and work plans, with status updates on prior year accomplishments starting July 1, 2020

• Changes the deadline for submitting state mandate reports from October 1 to the second Wednesday after convening of the 2020 regular session and every four years thereafter, and extends the deadline for session-based reports to November 15 instead of September 1
