Raised Bill No. 1076 Summary

• School building construction projects receiving state assistance may now be awarded through cooperative purchasing contracts available from regional educational service centers or regional councils of governments, in addition to traditional competitive bidding processes.

• Architectural and construction management services must be selected from a pool of no more than four most responsible qualified proposers after a public selection process involving requests for qualifications and requests for proposals, with evaluation criteria including pricing, experience, past performance, and adherence to schedules and budgets.

• Public advertisements for school building contracts must be posted on the Department of Administrative Services website or in statewide newspapers instead of only in local newspapers where construction is occurring.

• Exemptions from competitive bidding requirements apply to contracts under $10,000, emergency contracts, change orders, and projects using state contracts under section 10-292.

• The act becomes effective July 1, 2019, and amends sections 10-287(b) and 4b-91(a) of the general statutes to expand use of cooperative purchasing contracts for public construction projects.
