Repeals and replaces Section 22-336 of the general statutes regarding municipal animal control facilities.

Allows cities and towns (except those in regional dog pounds) to either maintain their own dog pound facility or provide care through written agreement with licensed veterinarians, veterinary hospitals, commercial kennels, other municipal dog pounds, or commissioner-approved facilities.

Permits municipalities to use facilities to shelter injured, mistreated, or roaming domestic animals that endanger themselves or the public.

Authorizes the commissioner to adopt regulations for facility construction, maintenance, animal care, handling, and transportation, and to inspect facilities and issue corrective orders.

Allows the commissioner to approve facilities as regional dog pound facilities if the building design cannot reasonably accommodate outdoor run modifications required by regulations.
