Requires nursing home facilities to maintain a minimum daily staffing ratio of 2.3 hours of direct care per resident from registered nurse's aides and 0.7 hours of medical care per resident from licensed nursing personnel over a 24-hour period, effective October 1, 2019

Facilities must maintain daily records documenting the number of residents, scheduled staff, and compliance with staffing requirements, with quarterly reports due to the Department of Public Health within 15 days after each quarter begins

Requires facilities to post daily staffing records in a conspicuous location along with a copy of the law and information on how to report violations to the Department of Public Health and the Office of the Long-Term Care Ombudsman

Authorizes the Commissioner of Public Health to conduct random audits and impose disciplinary action under existing law for non-compliance

Directs the Commissioner of Social Services to adjust Medicaid rates for facilities that provide evidence of increased compliance costs, covering expenses incurred on or after October 1, 2019
