Office of State Ethics must develop a plain language summary of state ethics laws for persons, firms, and corporations submitting bids or proposals for state contracts, and for state contractors, and publish it on their website.

Public officials or state employees with legal defense funds must file quarterly reports with the Office of State Ethics by the 10th day of January, April, July, and October, including fund directors/officers, depository institution name, itemized contributions with donor names and addresses, and itemized expenditures with payee information.

Lobbyists must register with the Office of State Ethics if they receive or agree to receive $3,000 or more in compensation or reimbursement in a calendar year for lobbying activities, or if they make or incur obligations to make expenditures of $3,000 or more for lobbying.

All provisions take effect on October 1, 2019.
