Establishes a task force to review operations, conditions, culture, and finances of Connecticut Valley Hospital and Whiting Forensic Hospital, including whether conditions have improved since Whiting's separation and Department of Public Health regulation.

Task force must evaluate the feasibility of creating an independent office of inspector general to provide ongoing oversight and investigate complaints about hospital employees.

Task force shall examine discriminatory employment practices, patient search procedures, advisory board membership, the Psychiatric Security Review Board's role, and employee work environment concerns including bullying and intimidation.

Task force consists of 8 members appointed by legislative leaders, including behavioral health administrators, forensic mental health professionals, patient advocates, and direct care providers with relevant experience.

Preliminary report due January 1, 2020, and final report due January 1, 2022, to be submitted to the joint standing committee on public health; task force terminates upon submission of final report.
