Repeals and replaces Section 9-135 of the general statutes effective October 1, 2019, to clarify absentee ballot eligibility requirements for primaries, elections, and referendums.

Expands absentee voting eligibility to include six specific reasons: active military service, absence from town of residence, sickness, physical disability, religious tenets forbidding secular activity, and duties as election officials.

Adds prohibition against misrepresenting absentee ballot eligibility requirements to any elector or prospective absentee ballot applicant.

Repeals and replaces Section 9-137 of the general statutes effective October 1, 2019, to update the absentee ballot inner envelope form language to match revised eligibility criteria.

Updates the absentee ballot affidavit statement to require voters to affirm they expect to be unable to appear at their polling place on the day of voting for one or more of the six specified reasons.
