Chief Data Officer shall review legal obstacles to sharing high value data among executive branch agencies and with the public, in consultation with the Attorney General and agency legal counsel.

Chief Data Officer must submit annual reports beginning January 15, 2020 to the Connecticut Data Analysis Technology Advisory Board and the joint standing committee on government administration, including recommendations on data sharing methods and necessary legislation.

Defines key terms including "data," "high value data," "open data," "public data," and "protected data" to establish framework for data sharing across executive branch agencies.

High value data includes information critical to agency operations, frequently requested by public, improving accountability, furthering agency missions, creating economic opportunity, or satisfying legislative reporting requirements.

Amends section 2-79e to allow employees of the Offices of Legislative Research and Fiscal Analysis to provide assistance to the Connecticut Data Analysis Technology Advisory Board upon request with board member and chairperson approval.
