Establishes a Constitutional Revision Commission as part of the Legislative Department with 12 members appointed by legislative leaders (4), the Governor (3), the Chief Court Administrator (3), and the Attorney General or designee (1).

Requires the commission to review the state Constitution to identify all gendered language and recommend redrafting that language while preserving meaning and reiterating the equality of all genders before the law.

Mandates all initial appointments be made within 60 days of the act's effective date, with the first commission meeting held within 60 days after appointments.

Requires the commission to submit a report to the Governor and relevant legislative committee by January 1, 2020, including recommendations for constitutional amendments to replace gendered language.

Commission terminates on the date it submits its report or January 1, 2020, whichever is later; the joint standing committee on government administration provides administrative staff support.
