Amends board structure of Connecticut Trust for Historic Preservation, increasing from 21 to 33 members effective April 1986, with governor appointing one member annually and board electing ten members for three-year terms.

Removes term limit restrictions on trustees that previously prevented service after two consecutive terms, allowing board members to serve additional consecutive terms immediately following their original term.

Establishes Historic Preservation Council with 12 members appointed by the Governor to review and approve historic property rehabilitation requests, with members limited to two consecutive full terms and meetings required monthly.

Exempts historic structure demolition or removal projects in opportunity zones within distressed municipalities (population under 30,000) from historic preservation requirements if structures have been continuously vacant for 10+ years, effective October 1, 2019 through October 1, 2022.

Transfers historic preservation oversight from the Connecticut Trust to the Department of Economic and Community Development and establishes procedures for withholding archaeological site location information from public disclosure when necessary to prevent destruction.
