• Establishes a Sexual Offender Registration Board with nine members to classify sexual offenders as lowest, moderate, or highest-risk using validated actuarial assessment tools, effective July 1, 2020.

• Creates two tiers of sexual offender registration: a public registry for higher-risk offenders and a law enforcement agency registry for lower-risk offenders, with registration periods ranging from 10 years to life depending on risk level.

• Allows incarcerated parents to petition for exemption from sexual offender registration requirements if they have maintained a meaningful role in their child's life and meet other compliance criteria.

• Expands grounds for incarcerated parents to avoid parental rights termination by requiring courts to consider the parent's meaningful role in the child's life, services available at their facility, and visitation opportunities when determining best interests of the child.

• Enables sentence review and modification: allows courts to reduce sentences for incarcerated individuals serving three years or less without agreement, and permits sentence reductions for longer sentences with defendant and prosecutor agreement, excluding mandatory minimums.
