Commissioner of Children and Families shall convey approximately 24.45 acres of state land located at 36 Gardner Street in East Windsor (Lot 34 in Block 4, Tax Assessor's Map 111) to the town, with the town paying only the administrative costs of conveyance.

Conveyance is subject to State Properties Review Board approval, which must be completed within 30 days of receiving a proposed agreement from the Department of Children and Families.

Town of East Windsor must use the parcel and improvements exclusively for creating a municipal services complex.

Property and improvements shall revert to the state of Connecticut if the town fails to use it for the specified purpose, does not retain full ownership, or leases any portion of the property.

State Treasurer shall execute the conveyance deed, and the Commissioner of Children and Families remains responsible for all other conveyance matters; the act takes effect upon passage.
