Defines "intrapreneurship" as entrepreneurship activities implemented within companies, including process improvement, product development, strategic project execution, and potential spinoffs of intrapreneurial ventures.

Requires the Commissioner of Economic and Community Development to conduct a study of intrapreneurship in companies within and outside the state.

Commissioner must meet with representatives of leading state companies engaged in intrapreneurship, review practices in other states, survey academic and industry literature, and examine other states' public policies supporting entrepreneurship and intrapreneurship.

Commissioner must submit a report to the joint standing committee on finance, revenue and bonding by January 17, 2020, including legislative recommendations to support and encourage intrapreneurship in Connecticut.

Takes effect upon passage as a new section.
