Commissioner of Transportation shall convey approximately 1.5 acres of state-owned land to the town of Groton located on Connecticut Route 117, adjacent to the Groton Public Library and Senior Center.

Town of Groton shall pay fair market value determined by the average of two independent appraisals plus administrative costs; town also bears survey costs if deemed necessary by the Commissioner.

Department of Transportation must approve the size, location, and materials of any monument the town installs on the parcel to ensure proper maintenance of Connecticut Route 117 and public safety.

State Properties Review Board must complete its review of the conveyance within 30 days of receiving a proposed agreement from the Department of Transportation.

State Treasurer shall execute and deliver the deed, which must include provisions regarding monument approval, with the Commissioner of Transportation responsible for all other aspects of the conveyance.
