Commissioner of Developmental Services shall convey approximately 16 acres of state land in Mansfield to the town, comprising a 15.6-acre parcel and a triangular parcel, subject to State Properties Review Board approval and at cost equal to administrative expenses.

First parcel of 15.6 acres is subject to an existing access easement for Raymond E. and Marianne Gergler providing passage rights to Depot Road, and conveyance includes transfer of abandoned railroad siding rights and utility line usage rights on Connecticut Light and Power Company poles 21-24.

Town of Mansfield must use the parcels for municipal purposes and compensate the state for utilities and services from Mansfield Training School; parcels revert to the state if the town fails to use them for municipal purposes, does not retain ownership, or leases them for non-municipal purposes.

State Properties Review Board must complete its review within 30 days of receiving a proposed agreement from the Commissioner of Developmental Services.

State Treasurer executes and delivers necessary deeds; Commissioner of Administrative Services handles all other conveyance responsibilities; effective upon passage and approved July 23, 2019.
