Commissioner of Administrative Services shall convey a conservation and public recreation easement over approximately 18.2 acres in Newington to the town at a cost equal to administrative expenses for the conveyance.

Town of Newington may only use the easement for open space and passive recreational purposes, while the state retains fee simple ownership and all associated rights.

State retains rights for future zoning setback requirements, buffer areas, and density purposes as deemed necessary by the state.

State Properties Review Board must complete its review and approval of the easement conveyance within 30 days of receiving the proposed easement deed from the Department of Administrative Services.

State Treasurer shall execute and deliver the deed or instrument necessary for the easement conveyance, with the Commissioner of Administrative Services responsible for all other conveyance-related matters; the land remains under the care and control of the Department of Administrative Services.
