Proposes an amendment to Section 7 of Article Sixth of the Connecticut Constitution to allow no-excuse absentee voting for all qualified state electors.

Removes existing constitutional language requiring voters to demonstrate specific reasons (absence from town, sickness, physical disability, or religious tenets) to vote absentee.

Replaces restricted language with provision allowing any elector to cast an absentee ballot without providing a specified reason for absence from the polling place on election day.

Directs the proposed amendment to be presented to electors at the general election on November 3, 2020, with ballot designation asking whether the Constitution should be amended to permit no-excuse absentee voting.
