Establishes joint rules for the 2019 General Assembly reconvened session, with the session limited to reconsidering bills approved by the assembly and disapproved by the Governor.

Prohibits amendments to any disapproved bills submitted during the reconvened session and restricts substantive resolutions to only those pertaining to session rules and journal printing expenses.

Requires disapproved bills to be resubmitted to their chamber of origin, with passage requiring approval by at least two-thirds of the membership before transmission to the other chamber.

Mandates votes on all bills be recorded by yeas and nays with member names entered in chamber journals.

Sets reconvened session adjournment deadline of midnight, July 25, 2019, and requires clerks to notify the Secretary of State and Legislative Commissioners of final actions on all disapproved bills.
