Senate Resolution No. 51 Summary

• Establishes Senate rules for the 2019 reconvened session using the same rules from the 2019 regular session with specified amendments

• Replaces Rule 8 to require the clerk to maintain a journal recording each day's Senate proceedings

• Replaces Rule 9 to require the clerk to maintain a calendar documenting gubernatorial vetoes and House bills and resolutions received by the Senate

• Replaces Rule 19 to establish the order of business including reception of Governor communications, introduction of resolutions and vetoed bills, House business, calendar items, and guest introductions

• Replaces Rule 29 to limit motions during debate to adjournment, recess, previous question, closing debate, passing temporarily, passing retain, and postponement in that order of precedence

• Repeals Rules 23 and 30

• Adds new Rule 37 restricting substantive resolutions except those concerning joint rule 33, reconvened session rules, journal printing, and session expenses
