Adopts Senate rules for the July 2019 special session based on the 2019 regular session rules, with specified amendments and repeals.

Allows bills or resolutions certified under state law to be transmitted between chambers and acted upon first by either chamber with consent of the Speaker or President Pro Tempore.

Establishes order of business consisting of: reception of Governor and Secretary of State communications, introduction of bills and resolutions, reception of House business, and introduction of guests.

Requires members offering amendments that reduce revenues or increase expenditures to provide Senate leadership with fiscal notes and signed written explanations of budget impact at time of amendment proposal.

Limits bills and resolutions to only those specified in Joint Rules for the special session, certified as required, plus resolutions concerning session rules, journal printing, and session expenses.
